The difference you will make as a Business Development Officer

As a Business Development Officer, you will play a critical role in retaining Riverside’s existing Care and Support services and winning new business through competitive tendering, direct negotiations with local authority funders and the development of proposals. 

You will work regionally and nationally, and be actively involved in horizon scanning, pipeline development and strategic growth planning, and take a lead role in developing compelling, competitive bids for contracted services and other funding streams for homelessness, care and services for young people and families.

About you

We are looking for someone with:

Good knowledge and/or experience of working within care & support sector e.g. services for people experiencing or at risk of homelessness, older people including registered care services, specialist provision including mental health, domestic abuse and young people’s services.
A good understanding of how care and support services are commissioned and funded.
Demonstrable experience of writing bids or proposals to a high standard.
Experience of leading or supporting the end-to-end bid process including opportunity scoping, proposal development, budgeting and submission.

Role Profile

Bids and tendering

Manage the end-to-end bid process for competitive tenders, negotiated opportunities and large grant applications from opportunity scoping through to submission and handover of successful bids. 
Lead bid teams and co-ordinate inputs from key business functions as required (e.g., Operations, Finance, HR, Assets, IT), adopting a project management approach to ensure the timely production of high quality bids. 
Work closely with operational colleagues and subject matter experts across all Care and Support service areas to develop evidence-based, cost effective and innovative service models that meet the needs of customers and funders.
Write proficient bids and proposals that articulate Riverside’s vision for care and support services and clearly explain how we will achieve positive outcomes for customers, drawing on relevant evidence of our experience and capability.
Work with relevant business functions to ensure that bids and other proposals are fully costed and that services are financially sustainable over the contract lifetime.

Contracts and business planning 

Proactively engage with commissioners and funders, negotiating new contracts and extensions to existing contracts and securing price uplifts where required.
Maintain good records and intelligence in relation to contracted services including the Contracts Register, Team Project and Pipeline Planners and other systems as required. 
Support Business Development Managers, Operations and Finance colleagues to systematically review the financial viability and performance of existing contracts to inform strategic business planning.
Work with local service teams and the Quality & Improvement Team to complete ‘tender readiness’ work including service modelling workshops, customer engagement activities, financial appraisals, competitor analyses and collecting evidence of impact. 
Work alongside Business Development Managers to provide business development support to new build projects, helping to ensure compliance with governance processes and supporting managers with negotiations on care contracts, nominations agreements and letting plans.
Provide business development support around the mobilisation of new contracts, the remodelling of existing services and service exits.
Ensure that new business opportunities involving property (e.g. lease, acquisition, conversions or repurposing of assets) are subject to the appropriate due diligence, internal stakeholder involvement and correct governance processes.

Partnerships, profile and market knowledge

Build and maintain positive relationships with commissioners, funders and other external stakeholders, positioning Riverside as a preferred provider and key partner.
Develop, maintain and provide up to date market knowledge and analysis of risks, trends and opportunities across Riverside Care & Support’s core business areas of homelessness/supported housing, services for older people including retirement living, extra care and specialist support & care.
Maintain a good knowledge of relevant policy, best practice and regulation within all relevant care and support sectors.
Understand and keep up to date with the strategies, initiatives, activities and performance of competitors and other providers.
Maintain a good understanding of the diverse and changing needs of people that use care and support services and the ways in which policy makers, funders and providers are attempting to meet those needs.
Work effectively and collaboratively with colleagues across Riverside as required including: Strategy & Planning, Marketing & Communications, Development & Growth, Asset Services, Finance and People Services.

Contribute to embedding customer involvement and coproduction in business development activities, finding creative and effective ways for customers to influence and shape the services that we deliver.
Contribute to the continuous improvement of business development processes and best practice through constructive feedback, post-tender reviews, reflective learning activities, personal development and training. 
Work collaboratively with and flexibly across all teams within the organisation. 
Carry out your duties within Riverside’s Policy and Procedure framework e.g., health & safety, safeguarding, dignity at work, GDPR etc.

You will be required to travel nationally for business purposes including service visits, attending local meetings and team events
From time to time you may be required to undertake additional duties and responsibilities in consultation with your Line Manager.

 

Person specification

Knowledge, Skills and Experience 

Essential

Good knowledge and/or experience of working within care & support sector e.g. services for people experiencing or at risk of homelessness, older people including registered care services, specialist provision including mental health, domestic abuse and young people’s services.
A good understanding of how care and support services are commissioned and funded.
Demonstrable experience of writing bids or proposals to a high standard.
Experience of leading or supporting the end-to-end bid process including opportunity scoping, proposal development, budgeting and submission. 
Ability to analyse, interpret and summarise complex data and documentation.
Excellent communication skills, with the ability to demonstrate a high standard of professional writing skills, deliver presentations and lead meetings.
Ability to set priorities, manage multiple tasks and meet deadlines. 
IT competent (e.g. Microsoft packages) with strong administrative skills.  
Ability to positively represent the organisation and articulate its vision, values, and strategic aims to different audiences.

Desirable

A detailed understanding of the support needs of different customer groups including people affected by homelessness, older people and other groups with care needs and people experiencing mental health issues.
Experience of using an information management system e.g. SharePoint.  
Project management experience.
