Referrals and Development Manager

Location: York Head Office, Covering All Regions (Hull, Whitby, Scarborough, Bridlington)
Salary: Circa £50,000.00 per annum
Contract Type: Full-time, Permanent

The Role

We are looking for a dynamic and experienced Referrals and Development Manager to lead and coordinate the end-to-end process of referrals, assessments, and onboarding for new individuals joining our services.

You will play a pivotal role in supporting the growth of our services by ensuring safe, dignified, and well-planned transitions, working closely with operational and clinical colleagues to uphold the highest standards of care and regulatory compliance.

Key ResponsibilitiesReferrals & Transitions

  • Lead the full referral process from enquiry to placement.
  • Conduct and oversee assessments, environmental visits, and transition plans.
  • Collaborate with clinical teams to ensure medication, risk, and behavioural support needs are fully met.
  • Support individuals and families through the onboarding process and early reviews.

Service Development

  • Drive the development and opening of new services aligned to regulatory standards (CQC, NICE).
  • Contribute to the delivery of the growth strategy and income pipeline.
  • Lead feasibility studies and prepare business cases for new provisions.

Stakeholder Engagement

  • Build strong partnerships with Local Authorities, ICBs, housing providers, and other agencies.
  • Represent Moorview Care at funding panels, referral meetings, and provider forums.

Quality, Risk, and Governance

  • Ensure all activities meet legislative, safeguarding, and best practice standards.
  • Support policy and procedure development.
  • Contribute to organisational planning, risk management, and strategic projects.

Operational Support

  • Contribute to rota planning, resourcing, and recruitment in support of new referrals.
  • Provide structured reporting on KPI performance and project delivery.
  • Deputise for senior leaders when required.

Eligibility Criteria

  • Demonstrated alignment with Moorview Care's values and ethos.
  • Level 5 Health and Social Care qualification (or equivalent) desirable.
  • Full UK driving licence with business insurance (expenses covered).
  • Significant experience in Health and Social Care – particularly in referrals, placements, or service development.
  • Proven expertise working with commissioners, funding panels, and multidisciplinary teams.
  • Understanding of supported living, community outreach, and complex transitions.
